We‘re seeing once again with the global coronavirus pandemic the way public health emergencies and natural disasters have a deeper impact on populations that are already vulnerable. Community Health Centres are particularly vital at these times.

The bushfires that affected large swaths of Australia in 2019 and early 2020 were another case in point. They had and continue to have a devastating impact on local communities.

Nearly 80 per cent of Australians have been affected in some way by the bushfires. However, people who already experience entrenched disadvantage have been and will continue to be hardest hit by bushfires. The impacts of climate change are not experienced equally. Bushfires and their recovery efforts consistently exacerbate economic, social and health inequality.

In the face of these most recent major bushfires, many CHCs in Australia yet again stepped up and took leadership roles in response. One of these is cohealth, an IFCHC member Community Health Centre based in Melbourne.

cohealth prioritises health and social services for people who generally have the poorest health and are the most disadvantaged.

In the midst of the bushfires, cohealth initiated a Bushfire Case Support Program which has since supported over 80 families from fire-affected areas in Gippsland and North East Victoria state.

The program, funded for 12 months by the Victoria state government, enables cohealth to link clients with vital information, advice and support services. cohealth has made an immediate impact on the lives of people in rural Victorian communities who have been affected by the bushfires.

Program Facilitator, Shari Webster, says her team works with a wide spectrum of cases, ranging from farmers and primary producers to residents and small business owners.

“Some people need support around property loss, legal issues, and access to financial grants, while others require financial counselling or mental health supports to address trauma,” Shari says.

Another aspect of the program is financial brokerage. The government has allocated $400,000 for cohealth to distributet to clients as needed.

Some clients are in significant financial hardship and may not otherwise be able to access grants. Shari says the program team have been directly discussing with clients how financial support could benefit them, considering that many are reluctant to ask for help.

“Reflective of the local rural community, many people we support are initially reluctant to accept support. They say that their neighbour or someone else needs the money more than them. We are here to support and tell them that they too deserve support,” Shari says.

With most affected clients living 4-5 hours from Melbourne, the team provide case management support over the phone. They complete a comprehensive assessment and provide support tailored to the individual’s needs.

Shari says clients have been appreciative of having one contact point for support.

“We’ve heard people had previously felt overwhelmed with having to call a range of different agencies to get different support. They appreciate that we offer holistic, comprehensive support,” Shari says.

Clients have also expressed gratitude for the time their Case Manager spends with them.

“They appreciate the time we take to talk through their issues with patience, kindness and care in considering their experiences,” Shari says.

From the outset, the program has focused on providing flexible support that is responsive to the individual needs of the clients. The program was operational just three days after its inception.

“Prioritising client support, we’ve been able to respond quickly. We’ve not been bogged down in processes. And we have benefited from being in a large, flexible community health centre that invests in staff who are responsive and can successfully move across departments to support us,” Shari says.

Private sector grant enables Canadian and US Community Health Centres to boost local COVID-19 efforts
A recent CDN $1 million donation from TD Bank Group to the Canadian Association of Community Health Centres (CACHC) and US National Association of Community Health Centres (NACHC)  will enable the associations to support CHCs throughout Canada and the east coast of the U.S. The donation from TD Bank Group recognizes the critical role played by CHCs in supporting vulnerable members of society and will help support ongoing development of a more coordinated and collaborative CHC movement throughout North America. Stemming the tide of Coronavirus
On March 4, 2020, IFCHC Member, Community Health Center Inc (Middletown, Connecticut, USA) conducted a valuable webinar focused on Coronavirus (COVID-19) and ways that Community Health Centres can prepare for and lead efforts to prevent and treat the illness locally. The session was conducted via CHC Inc’s Weitzman Institute as part of their Project ECHO (Extension for Community Health Outcomes).
